That line is something we really need. But I think it's far from being enough to revive anything more than 50 km away from Bari...

Exactly this, it will not matter if once you get to Bari you don't have means to reach other places except with a car or some inefficient bus system.
Let's hope that 10-years plan the article talks about will address this too. It's not that the idea is not good, it's that the "problem" needs constant effort and commitment.
