How about the fact that they're launching rockets out of it? Hamas clearly doesn't care for it's own people.

Hamas and Likud both hold on to their power if they stay perpetually at war. It radicalizes the population to back the strongman factions against the threat. Neither has a reason to do anything but make the situation worse
