eBay is FORCING ARBITRATION in its new ToS. You can only opt out by mailing a letter.

As far as I understand, there is no way to opt out other than by mailing the filled-out form by May 16, or 30 days after creation for new eBay accounts. You can of course delete your account before the changes take effect on May 16.
