A friend of mine used to sell weed. His ex ratted him out and he got busted, weed was taken and he got a fine.

"So what are you going to do now?"

"Well, now I just have to sell a little more next month to pay my fine."

This is a cost of doing business for them. Make the fines actually proportional and ongoing until they stop breaking the laws

It’s a warning, with the aim of getting them to comply with EU rules. Not a punishment to put them out of business. But repeat offenders can get repeat fines, up to 10% of global revenue (not profits) which is not a cost of business most companies can ignore.
