The bill would require gas stations to staff at least half of their pumps, but half could be available for self-service.

From the text of the measure:

(5) The price charged for Class 1 flammable liquids must be identical at a self-service fuel
dispensing device and at any fuel dispensing device reserved for use by an owner, operator
or employee of a dispensary.

Well that's a pleasant surprise!
