I used to live in Morocco. Didn’t hear of dog killing being a problem. People would feed them from my recollection.

I feel like most of the times we have things like this what actually happened is a small group of individuals did it in a small community and it hit internetional news once so now a bunch of people think that's all they do in that country/region.
