The article talks about how French and German Universities have more sovereign tech stacks while the Netherlands has been offloading more to US tech giants like Microsoft. I'm assuming this is due to cost and economy of scale.

Maybe the Netherlands should join Germany or French tech stack for cost saving measures?

Yeah, I think https://opencloud.eu/en is the new hot stuff that's supposed to scale good on a lot of users and a lot of data (they're not using databases but can the filesystem directly or something?)
