They're interrelated. Europeans destroyed their culture, which makes them worried about revenge if minorities have enough political power to do it.

Latin America too, but at least the Iberians mixed with the locals and didn't genocide them and 'concentrate' the survivors in small enclosures? The natives found by the Anglo-Saxons weren't as lucky...
