I noticed that this YouTuber uses an effect where a still photo is brought to life, usually with a gentle pan or zoom effect.

Is this a plugin, or just somebody manually chopping up the image with Photoshop and then putting it back together with After Effects?

like most effects there are multiple approaches, but generally, cutting out and animating the layers is how you achieve this effect. can be done i ae but also directly in premiere or other video editors. or even 3d software so you can create a convincing paralax effect
