Where to get a good cup of tea in downtown Ottawa?

I know the Tea Store in the Byward Market has a nice selection of loose teas (highly recommended), but I'm hoping to find something nearer to downtown or Elgin. Not looking for bagged teas, but a place that actually stocks some loose teas where I can conveniently stop for a while without the detour to Byward Market. A restaurant is fine. It doesn't have to be a tea shop. Thanks!

Looks interesting. Can I just go in there and get a cup of tea? I don't see a tea menu, and the "afternoon tea" menu shows that I need to make a reservation for a full $35-$79 meal. Tell me more! Do you get tea there?

I've been there for high tea, which is pricey, but the tea they serve is very good, and I do believe you can buy the tea they serve as well.
