I can't really imagine that it does tbh, because it references two very specific German things, namely:

• the all-nightly public-TV kids show Sandmann, that revolves around a cute puppet helping kids sleep by ... throwing sand into their eyes vs.
• the novel Sandmann by ETA Hoffmann in which Sandmann steals the eyes of kids.

I sometimes have to use translation though I've had two years of German in highschool, but the Deutsch meme game is tight, real nice meta play

Es wäre angebracht, falls Ersteres zutrifft, nicht nur zu verstehe, sondern auch anzuwenden!
