No, these aren't U.S. army troops, they are Californa Army National Gaurd not United States Army. They are California's troops, not the U.S.'s the controversy in part was because its a deastic move for the federal government to yoink a states troops and the current situation nowhere near truly qualified.
Jokes aside, I am pretty sure in the eyes of the admin it was a success - people are now desensitized as far as deployment of troops inside the US is concerned.

So Trump and Kegsbreath sent 4000 USNG troops and 700 Marines.
200 of the USNG troops were redeployed to fight forest fires.
2000 of the USNG Troops are now RTB.
