My first thought as well, not sure how that would work, can see neither side of paddle can reach water, unless he squat-paddles or something?

Judging by their stance, I'm guessing they're part of a group with hodgepodge gear (rental from river ranger org upstream?) and this one wanted to try out paddle boarding w/o guidance. 🤷🏼♂️
