Huge difference there, you can be naked in special places/events and being naked or half-naked in everyday situation. I don't want to see huge sweaty shiny red belly of a tourist while going for groceries.

Don’t understand them. Too naked isn’t good, because that’s disrespectful, covering your hair also isn’t good because that’s Islamism, freedom is complicated.
