There's a book called The Art of Procrastination, and its main premise is basically this. It's amazing the amount of things you can get done by avoiding doing something else.
The phone calls I need to make in a given time-frame get made at the intersection of this and my willingness to make phone calls, or if I happen to be driving during business hours when asked to make a call, so ... once a week or so?
