Crime in D.C. and nationwide is declining from pandemic-era spikes. But individual incidents can shake residents and capture the president’s attention.
In short, by "crime" he means "I sometimes see people with darker skin than mine" and not some sort of criminal act.

The point is to get ICE to fill DC as his new private army to make it more difficult to remove him from power, and make lawmakers fear for their lives
