I don't know an extensive list, but my understanding is that this is the result of reworking the current windows. In other words they had every opportunity to make it a much better system and I don't think that they have.
A single transfer portal window in early January is still during the season for most teams over .500, if they're doing a single window it should absolutely be during the actual off season.
