Basically, the transit authority should have bought these 18m trams with around 1 mln. Euro each, representing both the cost of the trams themselves, and the cost of the penalties resulted from not respecting the contract on behalf of STB, as the contract was contested in the court too, but STB lost. Now the bidder (Electroputere VFU Pașcani) didn't manage to get all the papers on time in order to extend the contract, so the contract simply expired, with no possibility of extension (i.e. forever)
