This is only about splitting the process up so that most of the work can be done in advance with a majority, and then the final decision would still require unanimity, but by the time we all get there, Hungary might have a different government.
Greece, Bulgaria, France & Netherlands don't want to lose their veto right. Greece (Turkey) & Bulgaria (North Macedonia) for obvious reasons. France & Netherlands for not so obvious reasons.

This is not true. Even Slovakia supports Ukraine's accession bid and rejects Hungary's opposition.
