It wouldn't have worked. They were at war and wanted to fight. You see it even in Bad Batch - clones so attached to being a soldier and fighting they want to serve the new Empire, even as the Empire is "decomissioning" them. Theres an arc where a senator asks what they want to do now that they're retired and the initial reply is "uh we don't want to be, we want to continue being soldiers" even though the Empire was evil. Clones leaving service was so odd they get side stories specifically about them.
They would have been largely immune to that kind of propaganda, although it could have made a nice arc for Padme, instead of half the...whatever boring shit she and jarjar got up to.

The Clone Wars tv show made it so the clones have a biological chip in their brain that forces them to follow those preprogrammed orders.
