The traffic-choked bit is the approach to the flyover (the one that was opened in 2005). The uncongested lanes next to it are an extended ramp section of the flyover that was very recently opened, so there aren't as many vehicles using it yet.
As trials have already proven, all this does is move the congestion from one section of the road to the next.
