The point is to attract a crowd of citizens, while urging others to refuse entry to homes without a judicial warrant.

I don't think there will be a negative impact like that

Wow. So, it’s a whistle that you keep on you when you walk down dark streets at night so you can blow if you are in trouble (rape, or otherwise) and ideally someone would come help or call for help or… whatever… so you don’t get raped

Well that's kinda nuts. At some jobs we used "safety whistles" but they were pretty ineffective because everyone just thought they were excited birds. Granted, we were in the forest.

I can't think of a situation where I'd hear a whistle at night and assume someone was getting raped.
