Now we just need the patient gamer version that shows when a game will be $10 for the first time.

Isthereanydeal.com will do that

I was wondering if such a tool existed. There're some publishers that do deep sales on games released not that long ago, and I would think that there is a trend between game discount trends across games from the same publisher. Surely there is a way to map that to predict when a game will hit X value.

I want something like this, but for game events.

I imagine this is in response to the fact that developers discovered that when users added their games to the wishlist steam didn't notify followers when said games released.

Surely you mean when that happened to one developer, once. Or did I somehow miss stories about other occurrences?

It does, both by e-mail and/or notifications on your phone if you have the app with this option enabled.

Pretty sure this must have been in development before when the bug was discovered. You don't make new features like this within a month.
