There is no reason to give them credit for admitting a mistake for the first time, especially when they continue to do the exact same thing. They aren't children learning right from wrong, they are malicious adults who are contently being told that what they are doing is wrong.
It's a mix of both. They're disappearing people, yes, but parts of the operation are still running more closer to normal and just deporting people how they always have ish. Nonetheless horrifying
