I'm guessing they mean 'films'. Pretty much anything that is a thin bag probably.

It's a flexible plastic bag, I would say yes. "The packaging seen in the bottom two images for soybeans appears to be the type of flexible plastic wrap accepted at these sites, as long as it's clean and free from food residue."
