Ex-DEA agent Jack Ryan receives an emergency message from his brother Phillip, whose team was ambushed on the Caribbean island of St. Keith. Jack goes to St. Keith to find his brother, but it turns out that he's been changed into a cyborg by the drug runner he was after.

"Jack Ryan"? Really? Trying to cash in on Tom Clancy's character name recognition or something? This was released not long after The Hunt for Red October was a big hit, so it's hard not to suspect that.
