How else did anyone think drugs were being imported into NZ?
Somewhat sensational given the article does have a quote pointing out it's not a new nor novel smuggling route.
Having griped that gripe, good on the fuzz for busting a smuggling ring.
Perhaps AIA could improve pay and working conditions for baggage handlers to reduce the efficacy of the smuggler's offers?

Would this be done instead of having the smuger being fired and indicted? If so, this would significantly reduces the risks for smuglers. They would just get bribes that are worth risking the cut in pay.

Improving pay won't do anything. You'll never pay more than they make smuggling drugs.
They are already on decent wages with decent working conditions.
