cats don't like when their whiskers touch things. it triggers their senses of 'tight space, might not fit'
try using a plate instead of a bowl and they will be less likely to meow/pester you when they get to the 'bottom'

My cat’s whiskers were breaking short and when I noticed I switched to a shallow bowl designed for cats. It immediately helped. Cats Ike plates and shallow bowls over tight spaces.

we wash our orange's bowl when he's filled it with crumbs. takes about a week. he doesn't like crumbs, the spoiled SOB

Shaking the bowl sometimes helps them reach those, otherwise it's standard behavior in cats to leave some leftover from their food.
