I'm pretty sure that's banned under the Geneva Convention. In the US, it'd be considered "cruel and unusual punishment" and thus unconstitutional.
Surprisingly there are a couple different movies involving juggalos that are not too bad (i.e. more "independent" than "b-movie"):
