This essentially rules out wrath runes ever returning to a higher price by locking in a fixed price range between this price and shop prices. Doesn't seem right for a 95 level requirement to me. Otherwise looks like it does what is needed for end game ironscape.
I've also spoke with some non iron players who pay way over the price from a player (instead of the GE) to get around buy limits. This will be 99% iron content though.
