What does "memo" mean in this context, in the sense of it being different from any other random letter from a constituent to a politician? Was it given some sort of preferential treatment? Is it bypassing aides and landing directly in the inboxes of the politicians themselves? Is it being distributed by the party itself? Is it being endorsed by high-ranking party members? Is it being pushed as policy by the party whip?
