What he did in his first term caused Iran align with Russia and help them with war in Ukraine.
This is his primary objective. This is why he also didn't help protesters. He absolutely doesn't want overthrow Russia friendly government.
Same with Venezuela (goal there was to force China to buy Russian oil)
