If someone makes the mess but doesn't clean it up, instead leaving it for others to deal with - what do we call those characters?
Corporations and whole industries have performed this function to maximize profits for centuries - it's time for those profits to be used to clean up their messes.

The big corporate companies hopefully. It's a great idea but they have the politicians in their pockets so that ain't gonna happen anytime soon.
