Is "humanitarian" some mistranslation of "donated" or is it a cynical euphemism?

"humanitarian" sorta became a noun in ukrainian and russian and some people use it for everything that's donated, no matter the purpose

I've tried rereading it several times and can't figure out what the hell it means.
