People in a tour group, I would guess. It's apparently a big spot for tourists (understandably, too, it's pretty and historically significant) and I've seen Chinese tour groups going around the old streets of Edinburgh with the same sorts of badges. The aerial photo might even have been taken by the tour guide's company
