8 billion could do a lot of things. I don't believe any corporation for a minute about what they could do with several billion dollars. It's been tried before many many times and rarely if ever worked out to the benefit of the people it was meant to help.
just a bunch of losers asking for government handouts, to use 0.000001% to give access to like 5 more people then pocket the rest.
ISPs deserve no public funding. any requests for public assistance to fund it, should be met with the paperwork to dissolve and become a public service essentially firing all the top CEO trash .
if they can't afford to deploy their own infrastructure, then they should shut down for good.

Last time the US government gave big money to the telecommunications industry, they took the money and ran, no infrastructure was built.
