On a broader note - this is how civilizations generally die. The scum rises to the top, then everything trapped underneath it withers and dies.
Jeff Bezos did the same when he left Seattle for Miami. Unfortunately the answer to your question will be "a very large piece of shit" for many of our so-called elite class. The system rewards such behavior and that's why the system is broken.
