So now I'm questioning... Why do the borg bother hailing other ships? They don't care what the other crew has to say. They're just going to assimilate them anyways. It's not like they try to chat people up into surrendering.
I think at this point of the show, they’ve had enough dealings with Captain Janeway that the most pragmatic way to deal with her is to try and keep her talking for as long as possible while they figure out what to do.
Maybe that's their bare minimum requirement for determining if a species is worth assimilating? Though I suspect they could probably just scan for energy signatures if they really wanted to.
