Felt certain the Pavanos/Iran was willing to talk rather than take action against him.

Has a habit of getting rid of his own people due to suspected disloyalty.
Had a lot of legal problems until he made a deal with Dimitri/became President.
Trusts treacherous Russians in positions of power.
Ordered a hit on Anthony/Epstein when he feared he would talk.
