Its simple. Put all schools and hospitals under your defense budget, with the excuse of training future generation of soldiers and keeping them healthy. Objective complete.

The new trains will adapt some of the DB and Via Rail technology into them... the trains are never late nor early; but they arrive precisely when they mean to.
