This seems very strong, no? In graveyard decks you often have 3 or more creatures in your graveyard, enabling you to reanimate one per turn in theory (at some point the life cost might become too high of course), and surveil helps keep the graveyard stocked somewhat.

I think it's good as a repeatable source of recursion (at a high life cost) in Commander, but too slow and easily disruptable for 1v1
