That long borzoi snout has been a meme for quite a while now, often accompanied by a "let me do it for you... kermie", a snippet from a Muppets show where Miss Piggy sings to Kermit, at a high pitch.
All right so here's what I got when reading this left to right.
On the rescue ship there is a dog. It telepathically communicates with the shark that has just observed the sub implode. The shark puts the sub back together because the dog wanted it to save the humans.
