How come the cat's eyes are pointing two different directions?

From the lower perspective, the cheeks cover a part of the eyeball, so it looks like the cat is looking down.
(This is actually a technique used in costume making called follow-me eyes.)

Then how come I can see iris above the pupil in the bottom pic but not the top?

Again, you can clearly see the forehead covering that part of the iris.
