It requires a physical casing, which they could presumably fabricate with industrial replicators. Problem is, some of the resources for its components can't be. It theoretically limited the number of available torpedos on Voyager, but then we all know those numbers mean nothing.

Photon torpedoes are munitions? I assumed they didn't have to be restocked or stored, but were generated on the fly, like a laser cannon.

The missing resource is "dramatic effect". Most episodes didn't have enough, but occasionally it would spike and they could create more.
