Why not organize a single secular state in which everyone lives under the same legal system? It can still be called Israel. Catalans, Flemish, and Welsh people are not living under a military occupation since 1967. The UK and Belgium don't deprive them of movement, voting rights and clean water systems. If they did, I'd imagine that you would see something like Hamas emerge as a foil to that dehumanization.

Though not comparable in the past century or two, the English did deny many rights to the Welsh, Scots, and Irish since the middle ages until political reforms in the latter 20th C and even ongoing till this day.
It was illegal to speak Welsh in law courts from 1535 to 1942, and the court did not have to provide documents in Welsh until 1967.
English arseholery knows no bounds.
