I believe that's pretty much your question. (And for example the linked managed option is from Switzerland.)

There's GitLab.com who advertise to commercial organizations. And I guess if you like Forgejo, you might want to have a look at other public instances here: https://codeberg.org/forgejo-contrib/delightful-forgejo#user-content-public-instances

gitlab could be on a eu server from a eu company. There are free options, like framagit, the peertube devs, or commercial one, just search for it.

My bad. Sorry. You're right of course. I think next to Forgejo, there's Sourcehut as well. AFAIK they're based in the Netherlands. I occasionally see some projects there. They have a paid service, aimed at "hackers" which wouldn't exclude commercial use as per my understanding... But I'm not sure. And the software is fairly minimal compared to Forgejo, so I'm not sure if that fits your bill either.

Once the wat of aggression by Russia stops I don't see any reason why Ukraine shouldn't become European. So gitlab in my book is close to being European as any other solution out there.
