How can something be confirmed to be quantum-safe when practical quantum computers don't exist yet?

ML-KEM is an asymmetric encryption method for exchanging keys. It involves problems based on lattices, a structure in mathematics that quantum computers have no advantage in solving over classic computing. We have ideas of the sorts of things that quantum hardware accelerates and what it doesn't.
