It's the classic far-right tactic of going around saying the most insane and impractical plan they can think of, so anything slightly less bad is viewed as reasonable by comparison.

My favorite was when Priti Patel suggested we should use wave machines to drown migrants trying to cross the channel.

The only problem was she was home secretary at the time, and actually in charge of the borders. 

You're never quite sure if mockery or horror is the right response.

Mockery, for sure. Horror has no impact on them - IMO right wingers often do not have empathy for people they do not know, such as asylum seekers. They'll be quite happy to see the killing of those they see as wrong-doers.
