if you are in the market to build a datacenter, you should probably build out as near to a reliable power source to begin with. While I see some promise in smaller local models for various purposes, I do not see any benefit of anything that would require one new data center, let alone what ever they have "planned".
Also a promise involving Trump is worth about as much as a backed up sewer.
