Honestly I feel like government investment is the way to go for operating systems. They are something that everyone needs (assuming they live digitally) just like schools or the fire department. And governments are sort of the operating system of society anyway
I think that assumes that people are actually auditing all the code, and carefully enough. I think most people greatly overestimate how much code is actually ever audited.
